SPARK announces new CEO and Interim Board Chair
The global development organisation SPARK is delighted to announce key leadership transitions, marking an exciting new chapter for the organisation. Christel Bultman has been appointed as SPARK’s Chief Executive Officer, effective March 1, 2025, succeeding Simon van Melick. Additionally, Lizette van der Kamp has been named ad interim Chair of the Supervisory Board, taking the reins from André Veneman on December 1. André has served in the role since 2021.
Welcoming SPARK’s New CEO
Ms. Christel Bultman brings a wealth of experience and a strong track record in the humanitarian and development sector. Since joining SPARK in December 2023 as COO, Ms. Bultman has demonstrated exceptional leadership and a clear alignment with SPARK’s mission and values. Her prior roles include Global Programme Director for Save the Children Netherlands, Chief of Party for the Syria Resilience Consortium (a collaboration of six organisations: CARE, Mercy Corps, Norwegian Refugee Council, Danish Refugee Council, International Rescue Committee, and Humanity and Inclusion), Director of Regional Change for CARE in West Africa, and Deputy Emergency Coordinator for the UN Food and Agriculture Organisation in Ethiopia.
“SPARK is rightly acknowledged globally for its pioneering and courageous approaches to some of the world’s toughest challenges, particularly in the areas of green economy, digital technology, agri-business, and supporting refugees and host communities by creating job opportunities for fragile youth in fragile countries,” says Bultman. “It’s an honour to lead this organisation during these critical times to support and empower the most vulnerable populations in fragile countries worldwide.”
Bultman’s leadership philosophy is deeply rooted in her dedication to finding sustainable solutions for civilians in fragile states. She is passionate about translating strategy into actionable processes and practices to advance SPARK’s mission.
A Farewell from Outgoing CEO Simon van Melick
Simon van Melick, who has served SPARK with distinction for more than a decade, reflects on his tenure with pride and optimism for the organisation’s future.
“It has been an immense honour and privilege to lead SPARK in a variety of roles over more than a decade. SPARK will forever be part of me. This has been more than just a job. SPARK has been my school, my hang-out, my companion—my purpose. It has always been clear for whom I was doing this work. For young, ambitious men and women, for those dare-devils, those pioneering entrepreneurs and youth leaders in often the most challenging circumstances. Having been part of SPARK’s transformation into a professional, internationally respected NGO has been nothing short of extraordinary. SPARK has established itself as a trusted partner within the communities it serves and among donors and collaborators worldwide. After over a decade of devoted service, I am now ready to embrace new opportunities and embark on new adventures. I am confident these strategic leadership transitions will enable SPARK to build upon its strong foundation, fostering impactful change and seizing the opportunities presented by a rapidly evolving global landscape. And while SPARK continues to support those who need it the most, I will be its ambassador in the near and far future,” says Van Melick.
Introducing SPARK’s New Interim Board Chair
SPARK is also pleased to announce the appointment of Lizette van der Kamp as ad interim Chair of the Supervisory Board. Mrs. van der Kamp has been a member of SPARK’s Board since 2023 and brings over 15 years of experience in leadership roles, including as Regional Team Lead Public Infrastructure for West Africa and MENA at Invest International and as Senior Advisor International Development at Rijksdienst voor Ondernemend Nederland (RVO).
SPARK has decided not to recruit a new Supervisory Board member at this time due to the rapid changes at the end of last year. A decision regarding a more permanent solution for the Chair role will be made between the end of March and the end of June 2025.
“We are thrilled to welcome Lizette van der Kamp as our interim Board Chair. As we address major global challenges such as climate change, conflicts, global challenges in Gaza, Syria, and Ukraine, as well as addressing the impacts of AI advancements and the digital divide, Lizette’s leadership and guidance will be invaluable in ensuring SPARK maximises its global impact.”
Lizette succeeds André Veneman, who has provided steadfast leadership and strategic oversight as Chair of the Board since 2021. SPARK thanks André for his exceptional service and dedication over the past decade.
Looking Ahead
Over the past years, significant progress has been made within the organisation’s thematic sectors—green economy, digital technology, and agri-business. Under the leadership of Christel Bultman and Lizette van der Kamp, SPARK is poised to further enhance its operational excellence and accountability. Together, they aim to build on SPARK’s legacy of delivering impactful programmes that benefit thousands of students, entrepreneurs, interns, SMEs, and partners worldwide.
SPARK is committed to fostering sustainable development in fragile states and continues to focus on creating opportunities for vulnerable communities, empowering them to rebuild and thrive.
